As will likely be a recurring theme of this blog, now I get it!
So, the water. That's not a tray that you put water in. It's an "exhaust" tray for the dryer. As it spins / heats / etc water gets deposited there. When it fills up, it needs to be emptied.
I'm not sure if this is the way all "inside vent" dryers work.
It still doesn't really dry anything, but at least I know what the tray is actually for.
